Activex Dial Up Computer Problem?

My boyfriend is trying to get dial up on his computer. He put in the set up disk to get the dial up. Then this is what popped up when he put the disk in.
One or more Activex controls could not be displayed because either:
1. your current security settings prohibit running activex
controls on this page, or
2. you have blocked a publisher of one of the controls.
as a result, the page may not display correctly.
His Computer is a Dell Optiplex GX10 if that helps any.
Not sure if it’s his computer or a setting on there.
If someone could tell me why it says that? And how to fix it, that would be awesome [:

    Hard to answer that one as I don’t know what OS he is running. If it’s Win XP why is he inserting a disk?
    You can set up an internet connection within Win XP.
    Just go to “Control Panel” and double click on “Network Connections”.
    On the left hand side near the top there should be an option that says “Create A New Connection”
    I hope this helps him.
